The Former President's Woke Warning Overlooks The Continent's True Danger: Technological Decline.

Donald Trump's security policy document presents a flawed assessment of Europe. It claims that unrestrained immigration and so-called "woke" policies represent an existential threat to European civilization. Yet, this perspective rests on a serious misinterpretation of the situation. The actual challenge facing the EU is not cultural but technological and economic backwardness.

A Glaring Economic Divide Separating the US and Europe

Statistics paint a stark picture. From 2008 and 2023, US GDP grew by eighty-seven percent, compared to a mere 13.5% growth for the European Union. During this period, European income per person dropped from over three-quarters to just 50% of the US level. Strikingly, even the poorest US state now has a greater average income than major European economies like Italy and France.

Today, roughly 50% of the global top fifty tech companies are US-based, while a mere four are European.

The Technological Shortfall: A Critical Problem

The growing disparity stems from stronger efficiency gains in the US, largely due to breakthroughs and higher total factor productivity. The scene of world technology dominance is overwhelmingly US-centric. In the last fifty years, 241 US firms have scaled into enterprises valued at more than $10bn, compared with only fourteen in Europe.

This gap raises a pressing issue: In the race for future industries like semiconductors, AI, and quantum computing, where does Europe positioned? Most analysts concede it is essentially a contest between two between the United States and China, with European nations starting at a clear handicap.

Root Causes of the Continent's Innovation Gap

A number of key factors explain this technological divide.

  • Venture Capital: The United States has a much more robust and agile system for funding startups. Europe has yet to establish a true unified investment market, a factor that caps the scale of new firms.
  • Regulatory Fragmentation: Excessive and fragmented rules hamper European business. A American entrepreneur can launch a service under a single regulatory framework to access a consumer base of over 330 million. The European Union, despite a bigger population, is split among twenty-seven different national systems, creating significant internal barriers.
  • Cultural Attitudes: Views on entrepreneurial failure vary greatly. In parts of Europe, a startup's collapse was historically viewed with stigma, whereas in the US, it is often considered a badge of experience.
  • Defense Spending: The United States enjoys a deeply integrated innovation pipeline linking defense and academia. Europe's chronic underinvestment in defense has weakened its ability in pioneering research.

A Path Forward: Reasons for Hopefulness

Despite these hurdles, there are causes for optimism. European leaders are growing more conscious of the severe threat and have started to advance serious reform. Notable reports on European competitiveness and the single market point to the necessity of sweeping changes.

Given appropriate incentives and regulatory reforms, these assets might enable far greater degrees of business-led breakthroughs.

Europe retains significant strengths: skilled human capital, excellent schools and universities, and world-class research institutions. Coupled with a large internal market and substantial household savings, these elements could unleash a new wave of investment and entrepreneurship.

Importantly, even if the EU does not take the lead in developing cutting-edge tech, it can still dramatically boost economic output by implementing and tailoring innovations from elsewhere.

A Critical Juncture

The European Union now stands at a critical moment. To paraphrase a famous line, economic erosion often happens "gradually and then suddenly". So far, Europe's slide in innovation has been steady. However, if it fails to take decisive action to tackle its deep-seated problems, today's gradual weakening could turn into a rapid and permanent loss of world influence.
